Panel Tosses $1 Million Award Against Lynwood on Technicality
LOS ANGELES - The city of Lynwood does not have to pay more than $1 million to a trash contractor who is under federal indictment for his part in an alleged conspiracy with former Mayor Paul Richards to overbill on lucrative city contracts, an appeals court ruled Thursday.
