SAN FRANCISCO - The 9th U.S. Circuit Court of Appeals dived deep into stormy international political waters churned by violent Sikh-Indian relations Wednesday, granting hope to a top Sikh nationalist in federal custody in Fresno who is sought by Indian authorities on murder charges.
