CDAA Signs On to Bill Governing 'Atkins'

SACRAMENTO - A bill that would implement the U.S. Supreme Court's ban on executing the mentally retarded won support Thursday from the California District Attorneys Association, greatly increasing its chances of passing the Assembly and being signed by Gov. Gray Davis.
