Expert Calls for New Approach to Water Use

SANTA ANA - As suburban sprawl continues to swallow vast swaths of California, resulting in ever-greater consumption of water, efforts to link land use with water law have essentially failed, and a new approach must developed, an expert in environmental law said Friday.
