'Visionary' Presiding Judge Has Made Many Changes

SANTA ANA - Twenty years ago, on a sunny September Saturday, Frederick P. Horn, then a Los Angeles County prosecutor, and his close friend Wyatt Hart, a high-ranking Orange County deputy sheriff, were at the Rose Bowl cheering on Hart's son Todd, a California State University, Long Beach, defensive back, in the season-opener against UCLA.
