Orange County Purchases 91 Express Lanes Toll Road
By Toni Vranjes The new year brought a new owner for the 91 Express Lanes. Ownership of the toll road officially shifted to the Orange County Transportation Authority on Jan. 3. The agency bought the 10-mile road, which connects Orange and Riverside counties, from the California Private Transportation Co. The purchase frees the state from a controversial noncompete agreement, which prohibited it from making improvements to the Route 91 freeway until 2030.
