Clean Air Laws Override NAFTA, 9th Rules

SAN FRANCISCO - A huge legal roadblock to the entry of long-haul Mexican trucks into the United States was erected Thursday by the 9th U.S. Circuit Court of Appeals, which ruled the federal government has not adequately studied the possible environmental consequences of diesel emissions from the trucks.
