Governor challenges prison population order, arguing independence

Gov. Jerry Brown struck a defiant tone Tuesday in the face of a 9th U.S. Circuit Court of Appeals order, arguing it's time to "restore California's rightful control of its prison system."

California Gov. Jerry Brown said Tuesday that it was time to lift a federal court-ordered cap on the number of inmates in corrections facilities and "restore California's rightful control of its prison system."
