Judges Subject Pond to Federal Jurisdiction
An old gravel pond used by the city of Healdsburg to help filter treated sewage is subject to the federal Clean Water Act, the 9th U.S. Circuit Court of Appeals ruled Thursday in a case that could have widespread implications for water pollution regulation.
