The Report on Los Angeles County's Juvenile Halls

LOS ANGELES - The U.S. Department of Justice found that Los Angeles County's three juvenile halls are in violation of numerous constitutional rights and other federal laws, including the Civil Rights of Institutionalized Persons Act, 42 USC 1997 and 42 USC 14141.
