City of Clovis , 1999 Daily Journal D.A.R. 5590 (June 7, 1999), which held that a city's actions toward a landlord in enforcing the city's rent-control law violated procedural and substantive due process. Most of the opinion, however, is not certified for publication and will not appear in the official reports.
