County Must Stop Penalizing Abused Children for Department's Mistakes

Forum Column - By Marjorie Shelvy - In Los Angeles County, 30,000 abused and neglected children are dependents of the court and the responsibility of the Department of Children and Family Services. The majority of these children are placed with relatives, the "first recourse" under federal and state law. Placement with a relative is the preferred option in order to maintain family connections and is often the only way to keep sibling groups together.
