Homeless Court Succeeds for All

LOS ANGELES - In the spring of 2001, Jay F. Mott was a transient on the move around Long Beach when police ticketed him for jaywalking. Until last week, that ticket and an accompanying fine were the only things standing in the way of Mott's plans to study at Los Angeles Harbor College to become a physical therapist.
