Provisional Ballots Cause Confusion, Complaints

LOS ANGELES - Provisional ballots were shaping up Tuesday to be the possible boogeyman of the 2004 presidential election. Cast by voters whose names do not appear on the rolls, the ballots sowed confusion and complaints Tuesday at polling stations in California and throughout the United States, election monitors reported.
