Malibu development companies sue city for new law

Voter-approved Measure R will have big-box retail projects go in front of voters, which developers say is discriminatory against interstate commerce

Two retail developers on Monday filed a federal lawsuit to stop the city of Malibu from enforcing its voter-approved Measure R, which would limit the number of big-box retailers in the city.
