Rejecting the state's contention it was a no-bail case but finding that the crime was especially heinous, a Los Angeles judge Wednesday set bail at $1 million for former Symbionese Liberation Army soldier Kathleen Soliah, who was a fugitive for 24 years from charges she tried to bomb two police cars in 1975.
