Suit Claims State's Use of Tobacco Funds Violates Law

California has violated federal law by earmarking for general fund coffers the leftover money from its share of last year's national $206 billion settlement with tobacco companies, a lawsuit claims. The surplus funds should have been given to victims of smoking-related diseases who are on Medi-Cal, the complaint states.
