Magistrate Agrees Navy Sonar Tests Hurt Whales

SAN FRANCISCO - The federal courts here have again come to the aid of whales and other marine animals that environmentalists believe may be harmed by loud noises in the ocean - this time in a decision limiting the deployment of a controversial Navy sonar system.
