Judge Expresses Doubts About Choice of Police-Reform Monitor
LOS ANGELES - Expressing doubts about the city of Los Angeles' and the federal government's proposal for a monitor to oversee the consent decree that governs reforms to the city's troubled Police Department, a judge Thursday ordered them to bring the monitor to court next week.
