Wanted: A Less Complex
Proposition 21 violates the California Constitution. On May 2, the California Supreme Court issued an order indicating that it will hear argument in Manduley v. Superior Court on the constitutionality of Proposition 21, the so-called "juvenile crime" initiative, that was passed by voters in March 2000. Manduley is a case in which the state criminally charged San Diego youths as adults.
