Cogenerators Can't Void Contracts, Judge Says

SAN FRANCISCO - U.S. Bankruptcy Judge Dennis Montali indicated for the first time Thursday that he is unwilling to free independent power generators from their low-cost contracts with Pacific Gas & Electric Co. so they can sell wholesale power on the high-priced spot market.
