Santa Ana has taken its outsourcing effort to the city's legal department, hiring a private city attorney to manage in-house lawyers.
The city, which last fall was projected to begin the upcoming fiscal year with a roughly $30 million deficit, has spent much of the last year trying to cut costs by contracting with third parties.
