In early October the U.S. Navy signed an economic development conveyance agreement with the Vallejo Redevelopment Agency setting in motion the formal transfer of the former Naval base to the city.
"It took 44 months to negotiate, but it finally got done," says Al da Silva, the city's director of community development.
"This is not escrow," he emphasizes, "The agreement simply sets up conditions under which the base will be transferred."
