San Francisco taxes as high as its hills

The 1999 Kosmont Cost of Doing Business Survey (r) finds that San Francisco is one of only three communities in Northern California to have received a Very High Cost $$$$ Kosmont Cost Rating; the remaining two being Berkeley and Oakland. Factors that played a role in determining San Francisco's rating include the imposition of high business taxes, property taxes and utility user taxes.
