Court: Jury Must Weigh Police Force

SAN FRANCISCO - In a ruling with significant ramifications for excessive force cases, a federal appeals court has denied qualified immunity to a military police officer over his arrest of a 60-year-old animal rights activist demonstrating during a 1994 speech by Vice President Al Gore.
