WASHINGTON - Guylyn R. Cummins made it to the big dance Oct. 13, but in the end she didn't get to leave her seat. Cummins, a First Amendment specialist at San Diego's Gray Cary Ware & Freidenrich, had represented a California company that publishes the addresses of crime victims and arrestees in its challenge to a California law that prohibits law enforcement agencies from releasing such information to anyone with a commercial purpose.
