Earlier this year, UCLA researchers released a study regarding Proposition 36, the drug treatment initiative. The study showed that many drug offenders continue to grapple with addiction after sentencing and are re-arrested.
Indeed, it convincingly demonstrated that addicts, no longer warehoused in state prison at an estimated annual taxpayer cost of $34,000, are re-arrested in less time than those that had previously been incarcerated.
