SAN FRANCISCO - With seven vacancies on the 28-member 9th U.S. Circuit Court of Appeals - and little chance of many being filled soon - Chief Judge Procter Hug has appointed a 10-member committee to take a fresh look at court procedures with an eye to streamlining the handling of its 9,000 annual appeals.
