Marijuana legalization backers form study panel

SAN FRANCISCO - In an effort to answer key questions surrounding the potential legalization, regulation and taxation of marijuana in California, Lt. Gov. Gavin Newsom announced on Thursday that he will lead a panel of legal and policy experts to study the issue.
