PUC and PG&E Draw Up a Settlement Plan

SAN FRANCISCO - Pacific Gas and Electric Co. and officials of the state's utility regulatory agency announced Thursday they had reached a deal that would keep the company under full state authority and allow it to emerge from bankruptcy early next year.
