City, ACLU Settle 'Homeless Sweeps' Dispute

LOS ANGELES - The city of Los Angeles has agreed to scale back its Skid Row law enforcement activities and pay $75,000 in damages to 58 residents improperly arrested in the "homeless sweeps" launched in November.
