SANTA ANA - A federal bankruptcy judge approved a $6.1 million settlement Thursday in a unique case that pitted 470 San Clemente homeowners against their neighborhood association in a battle over who should have been monitoring groundwater levels and erosion that caused millions of dollars in property damage.
