Experts Back New Rampart Probe

LOS ANGELES - Police experts on Wednesday endorsed Los Angeles Police Department Chief William Bratton's call for an outside commission to probe Rampart police wrongdoing, but they warned that investigators must be able to subpoena witnesses and protect them against retaliation if they are to succeed where so many others have failed.
