Bills Put State Ahead of Reform

California's new health insurance exchange could be a bellwether that other states' lawmakers look to as they put together details for their own systems.

In what is arguably Sacramento's only bi-partisan legislative success this year that other states are watching for instructive clues, California became the first in the nation to create a health insurance exchange to provide competitive coverage for individuals and small businesses in anticipation of federal health care reform.
