Judge acted improperly during plea bargain discussions, 9th Circuit rules

A San Francisco federal judge who said a sex offender should never get out of prison during discussions about a plea bargain acted improperly, a 9th U.S. Circuit Court of Appeals panel held Wednesday, vacating the deal and sending the case to a different judge.
