WASHINGTON - The impeachment trial of President Clinton drew one big step closer to a conclusion Monday, when House prosecutors and the White House counsel in closing arguments pressed their cases to the U.S. Senate for the last time, setting the stage for a vote as early as Thursday on articles charging Clinton with perjury and obstruction of justice.
