When local artist Mark Patterson anonymously installed a glass mosaic he titled "Save the Ocean" underneath an Encinitas bridge last April, he never imagined he was embarking on a legal journey.
With the piece labeled as graffiti, Patterson faced city fines, the threat of jail time and the possibility of seeing his creation, which depicts the Virgin of Guadalupe riding a surfboard, destroyed....
