Two judges publicly censured over sexual conduct

A state agency's decisions mean it will not institute formal proceedings against neither Orange County Superior Court Judge Scott Steiner nor Kern County Superior Court Judge Cory Woodward which could have led to their removal.

The state's judicial watchdog agency censured two judges Tuesday for inappropriate sexual conduct, including having sex with women in their chambers.
