As a national uproar intensifies over police killings of civilians, a federal appellate panel Thursday cast doubt on Anaheim officers' version of a 2009 traffic stop in which they shot an unarmed man to death.


Caesar Cruz's relatives sued for wrongful death and violations of the fourth and 14th amendments, which ban unreasonable seizures and mandate due process and equal protection.
