Developer Loses Wetlands Battle

WASHINGTON - Dealing a blow to a California land developer, an equally divided Supreme Court on Monday affirmed a federal appeals court decision that government agencies may impose heavy fines under the Clean Water Act for a type of plowing that injures wetland areas.
