The mother of a man who died in sheriff's custody in Twin Towers jail has sued the county for violating his civil rights. Minnie Melancon contends in her Los Angeles Superior Court lawsuit that when her son Joseph was incarcerated on Nov. 7, 1998, in Twin Towers, he was placed in four-point and three-point restraints and died the next afternoon because of health problems caused by those restraints. Melancon v. County of Los Angeles , BC219808.
