Carbon auctions are illegal, business interests say

At a hearing Wednesday, the Chamber of Commerce and others argued an effort to raise billions of dollars on a carbon market is an illegal tax.

SACRAMENTO - Business groups seeking to bar the state from raising billions of dollars in its groundbreaking carbon market tried to persuade a judge Wednesday that the state is collecting an illegal tax.


Sacramento County Superior Court Judge Timothy M. Frawley did not rule on that issue at the conclusion of a Wednesday hearing.
