The National Labor Relations Board voted 2-1 on Wednesday to authorize a handful of pro-worker changes in union election procedures, stopping short of passing a more sweeping overhaul originally considered in June.
The weakened resolution was proposed Tuesday by Chairman Mark Gaston Pearce, possibly to appease a Republican member who had threatened to resign.
