PASADENA - In a wide-reaching hearing that aired testy exchanges over health budget cuts, federal judges on Tuesday showed continued dismay and skepticism over the state's handling of major reductions to safety-net programs, making one senior state lawyer vow on the record that he was telling the truth and accusing him "weaseling."
