Too Many Are in Jail, ABA Says
WASHINGTON - An American Bar Association commission called on the nation to rethink its get-tough-on-crime policies in a report presented to Justice Anthony M. Kennedy on Wednesday, saying that America's criminal justice systems put too many people in jail for too long.
