PÃ(C)rez) Creates infrastructure and revitalization financing districts (modeled after infrastructure financing districts (IFDs) in existing law), authorizes a military base reuse authority to form a district, and allows these districts to finance a broader range of projects and facilities to clean-up and develop former military bases.
