Judge Richard C. Tallman announced he plans to take senior status, creating a fifth vacancy for President Donald J. Trump to fill on the 9th U.S. Circuit Court of Appeals.
In a letter sent last week, Tallman, who is based in Seattle, informed Trump that he intends to relinquish his active status on March 3, 2018, when he turns 65.
