Leah Wilson has started her tenure as the State Bar’s executive director without a new employment contract or pay raise.

The agency’s board had hoped to finalize a deal with Wilson before she replaced Elizabeth Rindskopf Parker on Sept. 7, but Trustee James Fox said there were issues the two sides had yet to resolve by then.
