A personal injury attorney accused of stealing settlement money from clients has “not fled the country,” according to a declaration he signed in Costa Rica.

“The idea that I have hidden myself in Costa Rica to avoid responsibility on any level is patently false,” wrote Philip J. Layfield, a co-founder of Layfield & Barrett APC in Irvine.
