LOS ANGELES — A judge approved a $9.75 million settlement between 123,000 people who signed up for state-run, long-term care insurance and the program’s former actuarial consultant.

Superior Court Judge Ann I. Jones gave preliminary approval Wednesday to the settlement between Towers Watson Co. and a certified class of current and retired public workers who saw their monthly payments increase 85 percent in 2013.
